He was predeceased by: his parents, Edward E. Carter and Bessie Wiles Carter. He is survived by: his wife Betty Carter; his siblings, Roger Carter, Joann Carter, Tessie Holden and Connie Carter; his children, Mary Carter Johnston, Mark Carter, Pete Rachal, Amanda Rachal and Alisa Rachal; and his grandchildren, Zach Carter, Amber Carter Daniele, Ashley Carter Corley, Kaylee Carter, Carli Johnston, Taylor Johnston, Tommy Le, Jasmine Le, Laney Rachal, Sophia Guillory, Jayla Rachal, Brandon Rachal, Bronson Rachal, Kelsie Rachal, Nancy Rachal and Lauren Mullins. He is also survived by seventeen great grandchildren.
