It is with great sadness that we announce the death of Martha Dugan (Pelican, Louisiana), born in Lilbourn, Missouri, who passed away on June 14, 2021, at the age of 76, leaving to mourn family and friends. She was predeceased by: her parent Lee Robinson Outlaw; her son William T. Dugan, Jr.; her mother Inez Outlaw; and her sister Janet Outlaw. She is survived by: her husband William Dugan; her children, Michael Dugan (Diana) of Quitman, TX, Tomye Sue Allen (Michael) of Cheneyville, LA and Melanie Jasper (Jesse) of Greenwood, LA.; her grandchildren, Calli Jo, Keith, Will, Katie, Dustin and Jessica; and her siblings, Bobby Outlaw (Lela) of Natchitoches, LA, Bill Outlaw of Pineville, LA, Roger Outlaw (Glenna) of Alexandria, LA, David Outlaw (Denise) of Keithville, LA, Sandra Young (Rex) of Coushatta, LA and Betty Allen of Natchitoches, LA. She is also survived by many cousins, nieces and nephews.
