Phelps; his children, Joel David Phelps (Stacy), Kimberly Hartt and Alison DeRouen; his siblings, James Phelps (Karen) and Myrt Garrett (Al); his brother-in-law Mark Wilson (Gail); his grandchildren, Saige Phelps (Kelly), Jaiden Phelps, Maisy Phelps, Lauren Hartt, Sara DeRouen, Zack DeRouen and Olivia DeRouen; and his great grandchild Emmett Cantrell. He is also survived by several nieces and nephews.
