He is survived by: his children, Arthur Blackwell, III and Toni Fougere; his siblings, Samuel Hedrington, Beatrice Blackwell-Williams, Ella Blackwell-Riley, Janice Marie Blackwell and Jessie Elaine Brown; his grandchildren, Jermaine, Xavier, Christopher, Justin Blackwell, Jeremiah, Alaya, Semaj Fougere and Myrical Roberts; and his godmother Annie Mae Bordelon. He is also survived by nieces, nephews, other relatives and friends.
