He is survived by: his spouse Shirley Joyce Higgins; his children, Ross Allen Low, Kelley Sue Low and Kathy Ann Low; his spouse Dorcas Lea Clark; his children, Denise Marie Low, Daphne Kay Low and Phillip Alton Low; and his siblings, Norman Low of Atchison, Bruce Low of Atchison, Neal Low of San Diego, CA and Donna Osborn of Faucett, MO.. He is also survived by 12 grandchildren and 14 great-grandchildren.
