He was predeceased by: his wife Classie Mae Ray Navy; his grandchildren, Kiara and Terrell Ruffin, Jr.; his parents, Isaac, Sr. Billizon-Navy and Gladys Billizon-Navy; and his siblings, Isaac, Jr., Jacob, Essau, John, Paul, Saul, Louis Navy, Olivia Robins, Mary Navy, Rosemary, Nevis, Louise Wallace and Eula Mae LaGarde.
He is survived by: his daughters, Charlene and Cicely Navy. He is also survived by three grandchildren; seven great grandchildren; and a host of other relatives and friends.
