He was predeceased by: his parents, Alma Hargis Baxter and Julius Baxter; his daughter Vera Sue Rowell Baxter; his wife Elouise Pepper Baxter; his siblings, Dale Baxter, Dorothy Sikes and Linda Silvas; and his grandson Bart Boyd.
He is survived by: his children, Barbara Stewart (Dale) and Michael Baxter; his grandchildren, Brandon, Daniel, Tanya, Shelly, Dusty and Caleb; and his sisters, Madge Bevill, Mynell Lee and Connie Edwards. He is also survived by 21 great-grandchildren and a great-great-grandchild.
