He was predeceased by: his parents, Albert Gale Palmer and Vivian Prather Palmer Simmons; and his siblings, Richard Wayne Palmer, Bert Palmer, Alice Sue Palmer Nelson and Mary Palmer Campbell Carbo.
He is survived by: his wife Carolyn Richard Palmer; his children, Pamela Palmer, Paige Palmer Mullican (Jess) and Richard Palmer (Natasha); and his siblings, Elizabeth Cook, Virginia Hataway, Charlotte Ellsaesser and Kenneth Palmer. He is also survived by thirteen grandchildren; three great-grandchildren.
