He was predeceased by: his parents, Howard Phelps and Guyzelle Phelps; his wife Donna Lynn Phelps; and his siblings, Howard Eugene Phelps, Edward James Phelps, David Louis Phelps and Dorothy Mary Lou McGehee.
He is survived by: his children, Laura Phelps Saba (Jesse), Bobbie Lorraine Phelps (Marc) and Robert Daniel Phelps (Stephanie); his grandchildren, Lauren Danielle DiPietro, Robert Aaron Phelps and Brandon Michael Phelps; and his siblings, Alice Maxine Creel, Annell Keating Cooksie, Wilda Ruth Rester and Oliver Ray Phelps.
