He was predeceased by: his wife Carolyn Ann Starns; his niece Nikki Starns Alleman; his parents, Woodrow Wilson Starns and Emily Irene Starns; and his siblings, Diann R. Starns, Donald P. Starns and W. Dale Starns.
He is survived by: his sons, Gary (Marie Starns), Eric (Cheryl Starns) and Troy (Bekki Starns); and his grandchildren, Madalyn Starns, Zachary Starns, Allanah Starns, Kate Starns, Emily Starns and Erin Whitfield.
