He is survived by: his children, Retha Walter of Williamsburg, Maria Walter of Williamsburg and Teddy Walter Jr. of Williamsburg; his mother Janice Carter (George Albert) of Williamsburg; and his sisters, Tammy Carter and Georgie Carter of Williamsburg.
