He was predeceased by: his brothers, Johnny Hugh Payne, Ernest Delbert Payne and William Alfred Payne. He is survived by: his wife Emilee Jeffers Payne of Williamsburg; his daughters, Deborah Strunk, Janice Goins (Robbie) of Jacksboro and Patricia Halcomb (Brent) of Williamsburg; his grandchildren, Emily Ann Woods (Justin) and Luke Halcomb; his siblings, Dolly Williams of Xenia, Selma Herron of Knoxville, Nannie Sue Davis and Carson Payne Jr. of Monticello; and his sisters-in-law, Laura Payne of Clinton and Rachel Payne of Soddy Daisy.
