He is survived by: his sons, Donald Neal of Richmond, Billy Neal of Georgia, Randall Neal of Richmond and Charles Neal of Waco; his siblings, Ronald Neal, Christine Howard of Richmond, Lavern Sowers of Richmond and Elizabeth Barnes of Richmond; and his grandchildren, Jordan, Cameron, Dillon, Sabrina and Nora Neal.
