He was predeceased by : his parents, Marcus Phillips and Nora Phillips (Clark); and his brothers, Boyce, Gerstel, Harold, Boyd, Hubert and Jimmy.

He is survived by : his wife Freda Phillips of Stearns; his son Victor R. Phillips (Ella) of Whitley City; his granddaughter Alisha McGee (Greg); and his great grandchildren, Priscilla and Maddox McGee. He is also survived by many nieces, nephews, great nieces and nephews that he considered his own grandchildren.

Visitation was held on Tuesday, June 11th 2024 from 11:00 AM to 1:00 PM at the Hickman-Strunk Funeral Home (156 Main St, Whitley City, KY 42653). A funeral service was held on Tuesday, June 11th 2024 at 1:00 PM at the same location.
