He was predeceased by: his parents, Herbert Palmer and Celia Moreland Palmer; his wife Mary Webster Palmer; his siblings, Charles Thomas Palmer (Jackie), Herbert Donald "Donnie" Palmer, Bonnie Reed (Matt) and Ena Faye Bowen (Newt); and his stepchildren, Jimi Castle (Shelly), Larry C. Vaughan and Margaret Frederickson.
He is survived by: his daughters, Tammy Horn (Dwain) of Winchester and Lorah Palmer of Winchester; his stepdaughter Debbie Vaughan; his sister Debra Fitzpatrick (Larry) of Cuyahoga Falls, Ohio; and his grandchildren, Erika O'Brien (Sean), Amanda Owens Goodpaster (Jason), Stephanie Steffen (Noah) and Aja Croteau. He is also survived by great-grandchildren, nieces, and nephews.
In lieu of flowers, the family has requested donations be made to the American Heart Association, the American Diabetes Association, or the Wounded Warrior Project.
