He was predeceased by: his parents, Freddy Ratliff and Pina McKenzie Ratliff; his wife Garnett Marie Castle Ratliff; and his siblings, John Frank Ratliff, James Ernest Ratliff, Juanita Faye Williams, Betty Carol Frisby, Mary Mae Ratliff and Doris Emily Haney.

He is survived by: his children, Rex Ratliff (Robin) of Staffordsville, Scott Ratliff (Jessie) of Staffordsville, Kentucky and Carla Kaye Burke (Keith) of Staffordsville, Kentucky. He is also survived by six grandchildren and four great grandchildren.
