He was predeceased by: his parents, Delmer "Dee" Phelps and Chrstine Langford Phelps; and his brothers, William, Jackie and Edward Phelps.
He is survived by: his wife Tammy Lay Phelps; his daughter Kimberly McNear (Jimmy); his stepson Tyler Cain; his sisters, Carol Gooch (Johnny) and Charlene Cross (Harlan); his grandsons, Adam and Jackson; his stepgrandchildren, Liam and Gracyn; and his uncles, Lewell Langford and Shelby Phelps.
Visitation was held on Sunday, April 13th 2025 from 5:00 PM to 8:00 PM at the McKinney-Brown Funeral Home (752 Campbellsville St, Liberty, KY 42539). A funeral service was held on Monday, April 14th 2025 at 1:00 PM at the same location.
