He was predeceased by: his parents, James Irvin and Elsie Marie Hall Phelps; his siblings, James "Jim" Irvin Phelps and Judy Allen; his brothers-in-law, Gary Taylor and Kendall Murphy; his niece Missy Taylor; his nephew Donnie Todd Jr.; and his aunt Freeda Murphy.
He is survived by: his siblings, Gary Phelps, Jonathan Phelps (Kathy), Linda Marie Phelps, Jennifer Taylor, Debbie Todd (Donnnie), Darlene Murphy, Sherri Bubnick (Paul), Pamela Burdine (Mike) and Barbara Phelps (Tony DePrato). He is also survived by nieces, nephews.
Visitation was held on Tuesday, March 18th 2025 from 6:00 PM to 8:00 PM at the Chapel of Pulaski Funeral Home (165 KY- 42503). A funeral service was held on Wednesday, March 19th 2025 at 12:00 PM at the same location.
