He was predeceased by: his father Joseph Clarence Ballard. He is survived by: his wife Mary Grace Riggs Ballard; and his children, Debbie Wicke (Gordon), Rita Cissell (Rodger), Louis Mearl Ballard, Jr. (Lisa) and Kevin Ballard (Arlene). He is also survived by other nieces, nephews other relatives and friends.
