He was predeceased by: his parents, James William Owen, Sr. and Catherine Elizabeth Doerr Owen; his wife Andra Jean Castle Owen; his granddaughter Grace Owen; and his brother Robert "Bobby" Owen.

He is survived by: his sons, James William Owen III (Rhonda) and Jeffery Robert Owen (Kimberly); his grandchildren, Tanner, Trey, Katelyn and Rachel (Isaac); his great grandchild Airiana; his sister Sharon Whartenby (Clyde); his nephews, Brian Neal (Cheryl) and Joey Helton (Karen); and his niece Kristi Brown (Tim).
