He is survived by: his children, Gary Ballard (Barbara) of Owingsville, Steve Ballard (Janet) of Sharpsburg, James Harold Jr. Ballard (Sharon) of Owingsville, Rodney Mitchell (Shannon) of Mt. Sterling, Doug Mitchell of Owingsville, Shelia Ballard of Owingsville and Dottie Hite (Walter) of Heritage; and his siblings, Annie Jenkins of Paris and Dean Willoughby. He is also survived by 16 grandchildren, 28 great-grandchildren.
