He was predeceased by: his father Buel "Bill" Phipps. He is survived by: his wife Carolyn Sue Howard Phipps; his sons, Billy Phipps, Jr. of Chicago and Erik Dwayne Phipps (Rose Lykins) of Salyersville; his stepchildren, Brian Dyer of Salyersville, Wayne Dyer (Wendy) of Salyersville, Wendall Dyer of Salyersville and Anna Marie Dyer of Salyersville; and his grandchildren, Brieanna Montgomery and Dakota Salyer. He is also survived by grandchildren, and great grandchildren.
