He was predeceased by: his parents, Judge Thomas A. Noe, Jr. and Lillian Clark Rhea Noe; and his brothers, Albert Rhea Noe and John Clark Noe. He is survived by: his wife Margaret Eslinger Noe (Pege); his children, Caitlin Noe Moon (Gavin), Ian Rodric Noe and Aeron Elizabeth Noe (Jacob Grotta); his grandchildren, Lillian Elizabeth Moon, Aidan Joseph Moon, Esme Rhea Grotta, Emil Clement Grotta and Sidney Joseph Noe; and his sister Jane Rhea Duncan (Ike).

In lieu of flowers, the family invites donations to one of the local community organizations Tom so valued: Trinity Episcopal Church (P.O. Box 162, Russellville, KY 42276), the Logan County Public Library (https://loganlibrary.org), and the SEEK Museum (https://seekmuseum.org).

“Please accept my deepest condolences, Pege, over the loss of Tom. I have some idea of how you feel since it will be the fourth anniversary of my Keith's death on June 6, 2024. I pray that your children and grandchildren will rally around you as mine have since I became a widow. My birth son is taking me to Keith's grave in Illinois on May 31. I just can't drive that far by myself any more that I am 88 Years old. The children and grandchildren are so busy with their work and lives in general”
