He was predeceased by: his children, Richard Phelps, Gary Phelps, Sharon Phelps and Phyllis Hicks; and his sisters, Alice Miller, Rita Phelps and Marleen Stamps.
He is survived by: his children, David Phelps, Edward Phelps, Sheila Hines and Becky Phelps; and his siblings, Jo Snell Key, Toby Phelps and Andrew "Buddy" Phelps, Jr.. He is also survived by several nieces, nephews, grandchildren, great grandchildren, and great-great grandchildren.
