He was predeceased by: his parents, Walker Powell and Dora Hisel Powell; his former wife Shirlie Powell; his wife Phyllis Powell; his children, Gary Powell, Keith Whitley, Harold Powell and Ruth Lowe; his brothers, Orville Powell, Everett Powell, Donald Ray Powell and Edwin Powell; his grandson Brian Powell; and his sister Pauline Chitwood.
He is survived by: his children, David Earl Powell (Sharon) of New Lebanon, OH, Perry Whitley (Sheryl) of Shelbyville, OH, Sam Powell (Jessica) of Grand Rapids, MI, Paul Lee Powell (Rachel) of Richmond, KY, Jimmy Robinson (Debbie) of Corbin, KY, Brooksetta LeMasters, Mary Powell of Richmond, KY, Melissa Blevins (Gerald) of West Liberty, KY and Melinda Neeson (Melvin) of Grayson, KY; his brothers, Harold Powell and Paul Powell; and his former wife Cora Nester. He is also survived by 25 grandchildren and 48 great-grandchildren.
