She was predeceased by: her parents, Gordie Blackburn and Mellie Bush Blackburn; her husband Joe Henry Garrett; her grandson James Michael Maynard; and her siblings, Thelmer Blackburn, Delmer Blackburn, Trevert Blackburn, Tom Ed Blackburn, John Blackburn, Troy Blackburn, Margie Spears, Farinda Miller and Cora Blackburn.
She is survived by: her daughters, Deborah "Debbie" Goble (Mike) of Prestonsburg, KY and Teresa "Terri" Tipton (Ray) of Prestonsburg, KY; her grandchildren, Stephanie Goble (Paul), Stacey Lauffer (Seth), Brandon Maynard (Courtney) and Dakota Maynard (Kenneth McKenzie); her great grandchildren, Shawn (Heather), Jackie (Jonathan), Anderson, Ashton, Ava, Kate, Kenzie, Reese and Ian; her great great grandchildren, Lexi, Lincoln and Madelyn; and her sister Bonnie Scalf of Prestonsburg, KY.
