He was predeceased by: his parents, Herbert Phipps and Marie Hendrickson Phipps; his son James Daniel Phipps; his son-in-law Wayne Carmack; his siblings, Ray Phipps, George Albert Phipps, Ethel Brock and Vandetta Charles; and his half-sister Barbara Laws.
He is survived by: his wife Cuba Rose Brock Phipps; his children, Melvin Phipps (Shirley), Bobby Phipps (Betty), Lisa Carmack and Tina Mosley (David); his grandchildren, Emilee Mosley and Harve Gregory; his siblings, Nelson Phipps, Herbert Phipps, Jr., Evelyn Howard and Geneva Brock; and his half-siblings, Jerry Phipps (Laura), Frank Phipps (Melissa) and Amanda Helton. He is also survived by nieces, nephews, other relatives and friends.
