He is survived by: his mother Loretta Crigger Blackburn; his wife Elizabeth Karen Blackburn of Pikeville; his daughter Beth Octavia Blackburn Fannin (Mikeal) of Prestonsburg, Kentucky.; and his grandchildren, Myles Jacob Fannin and Maisyn Elizabeth Fannin.
