He was predeceased by: his parents, Ted Toms and Annie Mae Toms; his son Philip Allen Toms; his siblings, Leroy, Odell Toms, Maxine Tarter, Imogene Cook and Francis Strange; and his mother-in-law Tommie Bush.
He is survived by: his wife Olive R. Bush Toms; his children, Neal Toms (Jennifer) of Park City and Patricia "Sissie" Jessie (Greg) of Chalybeate; his daughter-in-law Jennifer Ashley Toms; his grandchildren, Adam Morgan (Tiffanie), Lauren Bragg (Tyler) and Michael Toms; his great grandchildren, Harrison Bragg, Tenlie Morgan and Palmer Bragg; his stepgreat-granddaughter Britton Jenkins; his great great grandchild Braelynn Floyd; and his sisters-in-law, Cheryl Bush Harlow (Doug) and Muriel Bush.
