He was predeceased by: his parents, Lonnie Skaggs and Wanda Lee Rigsby Skaggs; and his siblings, Jacky Skaggs, Linda Schultz, Brenda Skaggs and Phyllis Skaggs.
He is survived by: his sons, James "Jamie" Skaggs Jr. of Frenchburg, Dustin Bussell (Pearl) of West Virginia and Bradley Skaggs of Salt Lick; his grandchildren, Delilah, Damian and Makayla Bussell; his siblings, Robert Skaggs (Kathy) of Jeffersonville, Charles Skaggs of Mt. Sterling, George Skaggs of Bethel, Russell Skaggs (Donna) of Salt Lick, Patty Johnson of Owingsville and Debbie Driver of Alabama; and his niece Rachel Lash of Mt. Sterling. He is also survived by several nieces, nephews, and friends.
