He is survived by: his wife Dianna Shumaker Phelps; his sons, Monte Shumaker of Nortonville and Scotty Phelps (Phyllis) of St. Charles; his grandchildren, Johnathan Oliver, Danial Phelps and April Phelps; his great grandchildren, Kammeron Ferguson, Mathyus Phelps, Gavin Phelps, Coyten Oliver, Kencaide Oliver and Lincoln Oliver; and his sister Rita Stokes of White Plains. He is also survived by nieces and nephews.
