He was predeceased by: his parents, Jesse Carter and Zella Peel Carter; his wife Marjorie Canter Carter; and his son-in-law Ronald Dale Shearer. He is survived by: his children, Jerry Carter (Debbie) and Cindy Shearer; his grandchildren, Angie Lewis (Todd), Jennifer Carpenter (Brian), Ron Shearer (Trish), Lisa Whitaker (Shane) and Jessica Wilder (Duane); his sisters, Eva Goldey, Jane Williams and Jeannie Teater; and his sister-in-law Faye Canter. He is also survived by eight great grandchildren, and two great-great grandchildren.
