He was predeceased by: his parents, Sidney Mulligan and Mae Ecton Williams Mulligan; and his children, Francis Elaine Mulligan, Elsber Woodrow Mulligan and Michael Earl Mulligan.
He is survived by: his children, Misty Lynn Mulligan McMurray (Stan), Joy May Minton (Gerald) and Johnny Mulligan (Faye); and his daughter-in-law Linda Mulligan. He is also survived by 11 grandchildren, and numerous great grandchildren and other family members.
