He was predeceased by: his parents, David Belcher and Lou Vena Belcher (Wilmot); and his siblings, Donald Belcher, Beulah Mae Belcher Pearce, Gerald Edward Belcher and Billy Wayne Belcher.

He is survived by: his wife Jo Anne Belcher (Di Belardino); his children, Earl Belcher Jr. of Manchester, Missy Belcher Floyd (Chris) of Buena Vista and David Belcher (April) of Junction City; his grandchildren, Rachel Elizabeth Belcher, Ryann Nicole Belcher, Stephen David Smithgall, Andrew Christopher Floyd, Kayla Marie Belcher, Lindsay Nicole Belcher and Nicholas Collin Belcher; and his siblings, Jim Belcher (Leona), Bobby Belcher (Marty), George Belcher, Roberta Singleton (Bob), Virginia Harness (Harold) and Mary Jane Belcher.
