He is survived by: his children, Dylan Tapp (Megan) of Nebo and Ashley Balckburn of Hanson, KY; his siblings, Charlotte Hammack of Manitou, Anne Francis of Madisonville, Marisa Reed Joiner of Madisonville and Paul Tapp (Shelia) of Nebo; his fiancée Valerie Travis of Madisonville; and his grandchildren, Conner Blackburn, Tanner Blackburn, Landon Blackburn, Lillian Blackburn and Payton Tapp. He is also survived by several nieces and nephews.
