He was predeceased by: his parents, Kenneth Spencer and Marylan Hollon Spencer Martin; and his son Joe Spencer, Jr.. He is survived by: his wife Vickie Morton Spencer of Mt. Sterling; his sons, Eric Spencer of Clay City and John Wesley Hunt of Mt. Sterling; his siblings, Tony Spencer of Charlotte and Linda Smith (Rick) of Lexington; and his grandchildren, Jordan Ann Spencer and Jazmen Spencer. He is also survived by numerous cousins, nieces and nephews.
