He was predeceased by: his parents, Lester Phelps and Pauline Shepard Phelps; his son Russell Dale Phelps; his grandson Joshua Allen Phelps; and his daughter-in-law Karen West Phelps.
He is survived by: his wife Betty Dimple Renfrow Phelps; his children, JD Phelps (Jessica) and Wayne Phelps (Cynthia); and his grandchildren, Susan Barrow (Mark), Brian Phelps, Charity Cox (Kurt), Greg Phelps (Jennifer) and Avery Phelps. He is also survived by several great grandchildren and one great-great granddaughter; several nieces and nephews.
