She was predeceased by: her father Carl Carter; her brother Lowell Thomas Carter; and her husband Charles "Darren" Skaggs. She is survived by: her mother Joan Conn Carter of Elliott County; her children, Zachary Carter (Kaylee Paynter) of Elliott County, Tina Gilliam of Elliott County, Tonya Garris of Olive Hill and Kourtney Carter of Elliott County; her grandchildren, Brooklyn, Carter, Bricen, Makayla, Jasmyn, Jesse, Jackson, Christian, Jonah, Ariyah and Tatum; her brother James Paul Carter of Elliott County; and her significant other Patrick Bromwell of Menifee County. She is also survived by extended family; and many friends.
Visitation was held on Wednesday, November 13th 2024 from 6:00 PM to 8:00 PM at the Northcutt & Son Home For Funerals, Inc. (400 Fraley Dr, Morehead, KY 40351). A funeral service was held on Thursday, November 14th 2024 at 11:00 AM at the same location. A burial was held on Thursday, November 14th 2024 at the John Carter Cemetery (Upper Tygart, KY 41164).
