He was predeceased by: his father Hobart Phelps; and his siblings, David Phelps and Darlene Houston Sanders. He is survived by: his mother Lois Henderson Phelps; his siblings, Chuck Phelps, Don Phelps, Kenny Phelps, Mary Marsee, Brenda Smith and Betty Phelps; and his son Jacob Partin. He is also survived by nieces, nephews, other relatives and special friends.
In lieu of flowers the family request memorial contributions be made to Green Hills Funeral Home to help with funeral expenses.
