He was predeceased by: his parents, John Phillips and Edna Browning Phillips; and his siblings, James Phillips, John Phillips and Rosemary Youngman.

He is survived by: his wife Wanda Goodwin Phillips; his children, Michael Phillips (Tracy), John Phillips (Donna), Brandon Phillips (Brandy), Jeff Phillips (Sarah), Chris Tuel (Felicia), Donald Tuel (Meranda), William Tuel (Kayla) and Ellen Smith (Wayne); his grandchildren, Hannah Phillips, Anna Brown, Alexis Brown, Robert Howell, Ethan Phillips, Taylor Phillips, Katie Phillips, Nathan Lucas, Abigail Phillips, Clayton Phillips, Wyatt Phillips, Brianna Tuel, Tyler Tuel, Vada Tuel, Gracie Tuel, Gabriel Tuel, Chloe Tuel, Jared Tuel and Adam Tuel; his great grandchildren, Zayden Johnson, James McDowell and Kyler McDowell; and his sister Judy Hardin.
