He was predeceased by: his parents, Oscar Phelps and Wanda Phelps; and his siblings, Oscar Phelps Jr. and Wanda "Sissy" Walford. He is survived by: his wife Martha Phelps; his daughters, Becky Morris (Todd) of Paducah, KY, Carrie Monroe of Mayfield, KY, Jamie Joyner (Anthony) of Paducah, KY and Summer Hathcock (Rob) of Marietta, GA; his brother John "Blood" Phelps (Karol) of Paducah, KY; his grandchildren, Kelsey Gross (Loren), Caleb Monroe (Maddie), Hailey Morris, Abby Morris, Taylor Smith (Gavin), Morgan Hasel (Kiah), Coen Joyner, Olivia Hathcock, Nash Hathcock and Sutton Hathcock; and his great grandchild Theo Gross.

In lieu of flowers, the family is would like to have contributions made to Book for Hope.
