He was predeceased by: his wife Phyllis Carter; and his parents, Boyd Carter and Attie Bazzell Carter. He is survived by: his children, Tammye Rogers (David) of Paducah, Mandy Carter-Lowe (Ginny) of Columbia, TN and Greg Carter (Lou Shanda) of Farmington; his siblings, Hazel Ortyl of Schwenksville, PA and Larry Carter of Columbus, IN; his grandchildren, Seth Carter (McKinsey), Christy Jones (Jason), Sarah Autumn Lowe, Drake Stahr (Sarah) and Andrew Stahr (Erica); and his great grandchildren, Hailee, Lylah Jones and Addisyn Grace Stahr.
