He was predeceased by: his parents, Edna Phelps and Owen Phelps; and his siblings, Forrest Phelps, Carlos Phelps, Alma Deweese, Kenneth Phelps and Louise Amos.

He is survived by: his wife Anna Christine "Chris" Phelps; his sons, Russell Phelps (Amber) and Jeremy Phelps (Melodye); his grandchildren, Ana, Mason, Abram, Grant, Everett and Olsen Phelps; and his sisters, Shirley Broyles, Betty Greer and Lucille Curtis (Jay). He is also survived by his family, friends.

In lieu of flowers, the family requests donations to Okolona Church of Christ earmarked for the Center for Women and Families.
