He was predeceased by: his parents, Willie Mae Clayton Garr and Clarence Garr; and his siblings, Clarence Garr, Jr., Raymond Garr and Reba Garr Holly.

He is survived by: his siblings, John Garr, Joyce Newsome, Janet Jackson, Wanda Garr and Donna McCullom (Vincent).

Although Randall had been vaccinated, he contracted covid. While being treated for covid, Randall contracted an infection referred to as hospital acquired pneumonia.
