He was predeceased by: his parents, Joseph Highley Sr. and Laura Chandler Highley; his wife Molly Marie Lockett Highley; his daughter Pamela McGlothin; and his brothers, Joseph Highley, Jr., Floyd Highley and Dailey Cartmal.
He is survived by: his sons, Paul Highley of Plano, TX, Tom Highley (Julie) of Cincinnati, OH and Neil Highley (Valerie) of Lexington, KY. He is also survived by six grandchildren.
