He was predeceased by: his parents, John Phillips and Georgia Phillips (Phares); his sisters, Patricia Ernster (Don) and Mary Sprang Pfeifer; his son-in-law Larry Fowler; his siblings-in-law, Ronnie Koontz and Vicki Payne; his granddaughter Trista Leigh Miller; and his parents-in-law, John and Ina Mosher.
He is survived by: his wife Sue Phillips; his children, Sherri Fowler and Clifford Phillips Jr. (Roxanne); his grandson Matthew Miller; his sister Elenora Marker; his nieces and nephews, Mickey and Shelly; his sister Gail Koontz; his brother-in-law Steven Mosher (Debra); his nieces and nephews, Lane and Lauren (Zack Kohle); his brother-in-law Earl Payne; his nieces and nephews, Kristi George (Ryan) and Shannon Pohlabel (Dave); his great-nephew Nick; his great-niece Julia; and his nephews, John, Michael, Louie, James, Kerry and Todd Sprang. He is also survived by spouses and children; and other great-nieces and great-nephews.
Memorial contributions may be made to Holy Trinity Lutheran Church or the Humane Society of Richland County.
