He was predeceased by: his parents, Arthur Smalley and Priscilla Pope Smalley; his son Ray L. Smalley; and his sister Rosetta Cowherd. He is survived by: his wife Beatrice T. Smalley of Lebanon; his children, George Smalley of Lebanon, Thomas Smalley of Lebanon and Karen Smalley of Lebanon; his daughters-in-law, Beverly Smalley of Lebanon and Sandy Mattingly of Lebanon; and his sisters, Gloria Scott of Lebanon and Barbara Ivey of Lebanon. He is also survived by twelve grandchildren and nine great-grandchildren.
