He is survived by: his wife Connie Jean Noe Waters; his sons, Joseph Neal Waters (Becky) and Dwayne Waters (Stephanie Murray); his sisters, Carol "Sissy" Waters, Mary Lou Schroader (Wade) and Ann Ward (Lane); his grandchildren, Emily, Reagan, Hailey, Dani, Laurel and Iris; and his siblings-in-law, Diane Trowbridge (Robert) and Jerry Noe (Mary).
