He was predeceased by: his wife Ethel Blackwell Waters; his son Walter Waters; his parents, Jesse J. Waters, Sr. and Monzell Rodgers Waters; and his brother Jesse James Waters, Jr..
He is survived by: his sons, Kenneth Waters and Timothy Waters (Lettisha); his stepdaughters, Darlene Jesse, Judy Jones and Linda Bolin; his brothers, Garland Lee Waters and Allen Russell Waters (Brenda); and his grandchildren, Josh Waters, Jennifer Waters, Cody Waters, Jonathan Waters, Holly Waters, Victoria Carroll, Clayton Jesse, Jody Jesse, Jeremy Jones, Kelly King and Amy Warford.
