He was predeceased by: his parents, Tanner Otley and Catherine Darnell Sparks; his son Jeffrey Dale Sparks; and his sister Wanda Breeding. He is survived by: his son Gary Sparks of Lawrenceburg; his sisters, Linda Stephens (Roy) of Hodgenville and Kathy Coleman of Louisville; his daughter-in-law Teresa Sparks; his grandchildren, Travis Sparks, Amber Sparks, Nathan Sparks and Gena Sparks; and his great grandchildren, Collette, Ryan Sparks and Savanah June Sparks.

Chief Sparks has chosen organ donation and cremation with no public services.
